Summing up all the existing factors, we understand that from the point of view of Azerbaijan, there can be only one solution to the issue, that is, forceful return of territories. Stepan Grigoryan, head of Analytical Centre on Globalization and Regional Cooperation, adds that Azerbaijan has just realized that it lost Artsakh. “We all know that Azerbaijan is dissatisfied and does not want to negotiate. However, lately, they just started to understand that they lost Artsakh. We knew this for a long time, but they understood recently or someone told them, that is why they are annoyed, they want to speed up the results, which leads to war,” Stepan Grigoryan says.
Speaking about the factors leading to the war, the political scientist singles out the factor of Turkey, the non-targeted statements of the co-chairs of the OSCE Minsk Group, “which also inspire Azerbaijan”. “I insist that there is a high risk, and this time, if Azerbaijan takes any step, it will try to lead a long war and finally address this problem. And they will go on such adventure,” he says.
According to Stepan Grigoryan, Azerbaijan can take such a radical step after the April elections. “These risks exist and we should try to prevent them.
