Suren Krmoyan: Our citizens are tolerant towards corruption
Unfortunately, our citizens do not believe in the effectiveness of the fight against corruption and, unfortunately, they are tolerant towards corruption. Deputy Minister of Justice Suren Krmoyan admits that the main target of the reforms is the elimination of society’s tolerance. “Without public participation, this process will fail. Whistleblowing is an essential tool for the public to participate in the fight against corruption,” the deputy minister notes.
There are external whistleblowing and internal whistleblowing. Suren Krmoyan considers the whistleblowing system important. The role of the citizen is essential in the external whistleblowing, while that of the state officials is important in the internal whistleblowing. “In many cases, both the bribe giver and the bribe receiver are concerned with hiding the information. We tried to apply the whistleblowing system, in particular, the internal one, which concerns the whistleblowing in the public bodies, that is, the employee sees that there is an internal problem, for example, the procurement process is carried out not correctly and reports to his superior,” Suren Krmoyan says.
